Affordable housing is priced below market rate. The rent is fixed and does not change based on your income. Tenants must pay the rent as it is charged.

How it works
Rents are set by our government funders to be affordable for households earning 31-80% area median income. Different units have different income limits.

Subsidized Housing

Subsidized housing in the U.S. is provided by the federal government in the form of vouchers. Participants in these rental subsidy programs pay 30% of their household income toward rent. The government picks up the difference.

Project-based vouchers

What are they?
Project-based vouchers are tied to specific units of housing. These homes can be in a market-rate building or in a low-income building. Residents pay 30% of their household income toward rent. When the resident moves, the subsidy stays behind and is used by the next tenant.

Am I eligible?
You must meet the income requirements tied to that particular unit.

How do I apply?
Each property has its own application process. At HRB, apply for our waitlist. If you are selected for a unit with a voucher, there will be additional paperwork.

Tenant-based vouchers

What are they?
Tenant-based vouchers help low-income renters afford housing in the private market or with an affordable housing provider like HRB. Participants can choose any home that meets the programs’ health and safety requirements and pay 30% of their household income toward rent. When you move, you take your voucher with you.

Am I eligible?
Your household income must typically be 50% of the area median income or below but some programs accept up to 80%. You must be a U.S. citizen or have eligible immigrant status.

How do I apply?
Most subsidies are administered by local public housing authorities. Demand far exceeds the number of vouchers available and waitlists are long. In Kitsap County, the waitlist is currently closed. Learn more at www.bremertonhousing.org.
